Raksa Koma Organization exists to protect children. Every child has the right to be safe from abuse, neglect, exploitation and harm, whatever their age, gender, disability, ethnicity or religion. This policy sets out how we keep children safe in our programmes, in our communications and on this website. It follows the UN Convention on the Rights of the Child and the laws of the Kingdom of Cambodia.
Our commitments
- Zero tolerance of any form of abuse or exploitation of children by our staff, volunteers, partners, visitors or donors.
- Everyone who works with us is screened (references, and police checks where possible), is trained in child safeguarding, and signs our code of conduct.
- We act on every concern, protect the child first, and involve the authorities whenever the law requires.
Code of conduct (everyone who works with or visits our programmes)
- Never be alone with a child out of sight of others; never invite a child to your home or contact a child privately online.
- Never hit, humiliate or threaten a child, and never use language or behaviour that is sexual or inappropriate.
- Never give gifts or money to individual children outside our programmes.
- Report any concern about a child’s safety immediately, even if you are not sure.
Photos, stories and this website
- We only take and publish photos, videos and stories of children with the informed consent of the child and their parent or guardian, explained in a language they understand. Consent can be withdrawn at any time; we then remove the material.
- Children are shown with dignity — never in distress for effect, undressed, or in a way that could embarrass or endanger them.
- We never publish a child’s full name together with their location, school or other details that could identify where they live. Stories use a first name only or a chosen name.
- Location data (GPS) is removed from all photos before they are published on this website.
- Visitors and donors must not photograph children in our programmes without our permission, and must not share such photos online.

If a child is in immediate danger, contact the police first. You can also call Child Helpline Cambodia: 1280 (free, 24 hours).
Every report is taken seriously, handled confidentially, and investigated by people independent of the matter. We never take action against anyone who reports a concern in good faith.

គោលការណ៍ការពារកុមារ
អង្គការរក្សាកុមារមានគោលបំណងការពារកុមារ។ កុមារគ្រប់រូបមានសិទ្ធិទទួលបានសុវត្ថិភាពពីការរំលោភបំពាន ការធ្វេសប្រហែស ការកេងប្រវ័ញ្ច និងគ្រោះថ្នាក់ ដោយមិនប្រកាន់អាយុ ភេទ ពិការភាព ជាតិពន្ធុ ឬសាសនា។ គោលការណ៍នេះបញ្ជាក់ពីរបៀបដែលយើងការពារកុមារក្នុងកម្មវិធី ការទំនាក់ទំនង និងនៅលើគេហទំព័រនេះ ស្របតាមអនុសញ្ញាអង្គការសហប្រជាជាតិស្តីពីសិទ្ធិកុមារ និងច្បាប់នៃព្រះរាជាណាចក្រកម្ពុជា។
ការប្តេជ្ញាចិត្តរបស់យើង
- មិនអត់ឱនជាដាច់ខាត ចំពោះការរំលោភបំពាន ឬការកេងប្រវ័ញ្ចកុមារគ្រប់ទម្រង់ ដោយបុគ្គលិក អ្នកស្ម័គ្រចិត្ត ដៃគូ ភ្ញៀវ ឬម្ចាស់ជំនួយ។
- អ្នកដែលធ្វើការជាមួយយើងទាំងអស់ ត្រូវបានត្រួតពិនិត្យប្រវត្តិ ទទួលការបណ្តុះបណ្តាលអំពីការការពារកុមារ និងចុះហត្ថលេខាលើក្រមប្រតិបត្តិ។
- យើងចាត់វិធានការលើរាល់ការព្រួយបារម្ភ ការពារកុមារជាមុន និងសហការជាមួយអាជ្ញាធរនៅពេលច្បាប់តម្រូវ។
ក្រមប្រតិបត្តិ
- មិនត្រូវនៅតែម្នាក់ឯងជាមួយកុមារ ឆ្ងាយពីការមើលឃើញរបស់អ្នកដទៃ មិនអញ្ជើញកុមារទៅផ្ទះ ឬទាក់ទងកុមារដោយឯកជនតាមអនឡាញ។
- មិនត្រូវវាយ មើលងាយ ឬគំរាមកុមារ ហើយមិនប្រើពាក្យសម្តី ឬអាកប្បកិរិយាមិនសមរម្យ។
- មិនត្រូវផ្តល់អំណោយ ឬប្រាក់ដល់កុមារម្នាក់ៗ ក្រៅពីកម្មវិធីរបស់យើង។
- រាយការណ៍ភ្លាមៗនូវរាល់ការព្រួយបារម្ភអំពីសុវត្ថិភាពកុមារ ទោះបីជាមិនប្រាកដក៏ដោយ។
រូបថត រឿងរ៉ាវ និងគេហទំព័រនេះ
- យើងថត និងផ្សព្វផ្សាយរូបភាព វីដេអូ និងរឿងរ៉ាវរបស់កុមារ តែនៅពេលមាន ការយល់ព្រមពីកុមារ និងឪពុកម្តាយ ឬអាណាព្យាបាល ដោយបានពន្យល់ជាភាសាដែលពួកគេយល់។ ពួកគេអាចដកការយល់ព្រមវិញបានគ្រប់ពេល ហើយយើងនឹងលុបឯកសារនោះចេញ។
- កុមារត្រូវបានបង្ហាញប្រកបដោយសេចក្តីថ្លៃថ្នូរ — មិនបង្ហាញក្នុងស្ថានភាពទុក្ខព្រួយដើម្បីទាក់ទាញ មិនស្រាតកាយ ឬក្នុងរបៀបដែលអាចធ្វើឲ្យខ្មាស ឬមានគ្រោះថ្នាក់។
- យើង មិនដែលផ្សព្វផ្សាយឈ្មោះពេញរបស់កុមាររួមជាមួយទីតាំង សាលារៀន ឬព័ត៌មានដែលអាចបង្ហាញកន្លែងស្នាក់នៅរបស់ពួកគេឡើយ។
- ទិន្នន័យទីតាំង (GPS) ត្រូវបានលុបចេញពីរូបថតទាំងអស់ មុនពេលដាក់បង្ហាញលើគេហទំព័រនេះ។
- ភ្ញៀវ និងម្ចាស់ជំនួយ មិនត្រូវថតរូបកុមារក្នុងកម្មវិធីរបស់យើងដោយគ្មានការអនុញ្ញាត ឬចែករំលែករូបភាពទាំងនោះតាមអនឡាញឡើយ។
ការរាយការណ៍ការព្រួយបារម្ភ ប្រសិនបើលោកអ្នកព្រួយបារម្ភអំពីកុមារដែលពាក់ព័ន្ធនឹងការងាររបស់យើង ឬអំពីអាកប្បកិរិយារបស់នរណាម្នាក់ដែលតំណាងឲ្យយើង សូមប្រាប់យើងភ្លាមៗ៖

ប្រសិនបើកុមារស្ថិតក្នុងគ្រោះថ្នាក់ភ្លាមៗ សូមទាក់ទងប៉ូលិសជាមុនសិន។ លោកអ្នកក៏អាចហៅទូរស័ព្ទទៅ ខ្សែទូរស័ព្ទជំនួយកុមារកម្ពុជា ១២៨០ (ឥតគិតថ្លៃ ២៤ម៉ោង)។
រាល់របាយការណ៍ត្រូវបានយកចិត្តទុកដាក់ រក្សាការសម្ងាត់ និងស៊ើបអង្កេតដោយអ្នកដែលមិនពាក់ព័ន្ធ។ យើងមិនចាត់វិធានការប្រឆាំងនឹងអ្នកដែលរាយការណ៍ដោយសុចរិតឡើយ។
