Position : Operations Officer

Reports to : General Manager

Location : Phnom Penh Office

Position type : Full-Time

Salary : Negotiable

Position Summary

Manage the operational support of the projects; review and monitor the project budget, expenditures and resources; ensure activities are planned and carried out in a timely manner and in full compliance with policies and procedures; coordinate the development, implementation and monitoring of all aspects related to Operational Partner Agreements.

Key Functions

 Acts as a focal point for all project operational matters, organizes and handles day-to-day operational activities in consultation with supervisors on any issues which arise during the execution period.

 Participates in the preparation of project work plans, monitors progress and identifies corrective measures to overcome operational constraints.

 Reviews and monitors the project budget, prepares requests and revisions as required, maintains and monitors budget expenditures and resources, reviews project transaction listings with a view to identify errors against budget lines.

 Prepares and submits the Project Implementation Reports and any other reports required.

 Ensures the completeness and quality of data and documentation for all assigned operational projects and activities, supports project cycle management with special emphasis on projects in need of actions.

 Prepares analytical reports on project performance as required.

 Coordinates action concerning the completion of projects and arranges for timely and adequate reporting, including identification of project follow-up requirements.

 Contributes to the formulation of project proposals and prepares project documents for technical clearance and final approval under different funding arrangements.

 Performs other duties as required.

Minimum Requirements

• Bachelor's degree in business administration, economics, development or related fields

• Five years of relevant experience in project operations, formulation, analysis, planning and implementation of projects using operational partner modalities

• Proficiency in Khmer and English is required. Demonstrated excellent writing, speaking, and editing skills in Khmer and proficiency in English speaking, listening, and writing

• Strong communication and organizational skills

• Demonstrated ability to work with a diverse team. Must be solution-oriented and have strong problem solving and analytical skills

• Sound knowledge of Ms. Word, Excel, PowerPoint

• Ability and willingness to travel regularly to remote sites

Position: Intern

Location: Phnom Penh

Allowance: Negotiable

Expectations – Duties, Responsibilities

• Assist with planning, coordination, and implementation of program activities, events, and projects.

• Help refine the program results framework and contribute to reports, documents, and materials.

• Assist with basic program budgeting and disbursement tasks.

• Provide regular progress updates to managers.

• Assist with project tracking, identifying challenges, and developing solutions.

• Participate in training and capacity-building activities.

• Assist with developing training materials and resources.

• Provide administrative support to program/project staff (scheduling meetings, organizing workshops/events, managing emails, etc.).

• Collaborate effectively with diverse stakeholders and team members.

• Participate in team meetings and contribute to discussions.

• Conduct literacy review on relevant laws and policies affecting marginalized groups.

• Analyze data to inform program strategies and recommendations.

• Assist with developing and disseminating program communications (newsletters, social media).

• Drafting content for NGO's website and social media.

• Support outreach efforts to engage stakeholders, partners, and communities.

Requirements – Skills, Qualifications, Experience

• Bachelor's degree in business administration, economics, development or related fields

• Proficiency in Khmer and English

• Strong communication and organizational skills

• Proficient in Microsoft Office Suite

• Strong proficiency in the use of computers and Microsoft office packages

• Creativity and initiative

• Collaborative teamwork approach.
